Well, this is some really attractive color footage used to produce a film to show Esso Gas Station franchisees how to provide good service.
The following 4 clips make up the A & B rolls used to produce the film. The rolls are used to interleave scenes into the final film so there are a lot of blank passages. Narration was added later so there is no audio.

(probably 1st B roll) At 4:40 we see a 1946 tab on the license plate, so that places the time at 1945 or 1946.

(probably 2nd B roll) At 0:58 several newspapers are shown with dates from the first week of May. Can't quite read the year, but the Charleston Gazette says:
Alcatraz Riot Ends (Happened May 2-4th, 1946)
Assault Wins 72nd Derby (Happened May 4th, 1946)
So, this is the earliest filming could have taken place.
At 1:24 a page reads "1946 Direct Mail Campaign" with October visible at the bottom being the likely future date it is to occur.
Assuming the car has current tags and the whole set was filmed at about the same time, this stock footage was almost certainly shot in 1946 and the film produced from it was probably released in the summer of 1946.
